The Tsey Valley is located in the Alagirsky District and is part of North Ossetia State National park. Tsey is also a ski resort and one of the main tourist centres of the Republic of North Ossetia–Alania.

The stamp was issued in the series "Territories of the Russian Federation III".

The stamp features a view of the Tsey Valley with the Tsey Glacier, which is 9 km long (18 sq.km). The Glacier reaches down to 2'150 m where the river of Tseydon starts. The Tseydon valley is known as one of the most beautiful in the Caucasus, boasting the stunning vistas of the Adai-Khoh and the Tsey mountains. The left part of the stamp features a monument to K.L.Khetagurov (1955, bronze, granite; by I.G.Gainutdinov).
